Prof. B.K. Tripathi, Chairman, Building & Works committee extended a warm welcome to all the members of the Building and Works Committee and expressed hearty thankfulness for sparing valuable time out of their busy schedule to attend the meeting.  He initiated the discussion with a brief introduction about establishment of IUCTE, its objectives and functions and importance in the area of Teacher Education. He also shared about the allocation of land by BHU. 

The Members were requested to give their brief introduction.

The member secretary made a brief presentation of the Agenda to the Committee and requested the Chief Engineer, CPWD to give a detailed PowerPoint presentation on Master Plan of the Residential and Non-residential Building of IUCTE.

The Consultant appointed by CPWD made a detailed presentation on the Master Plan of the layout and design of the Residential and Non-Residential buildings consisting of Four Major Units:

  1. Academic-cum-Administrative Block
  2. Guest House (inclusive of Teacher’s Hostel)
  3. Residential Block
  4. Director’s Bungalow

The Floor wise presentation of each building specifying the requirements of the IUCTE was given as follows:

Academic-cum-Administrative Block

  1. Office of the Director, Joint Director, Chief Administrative Officer, other Officers and Officials.
  2. Academic Departments having Professors, Associate Professors, Assistant Professors, Visiting  Fellows, Scholars, Research Associates, Project Fellows etc
  3. Auditorium, Class Rooms, Conference Halls, Training Rooms, Laboratories, Seminar Rooms etc.
  4. Library (Print and Digital), Multimedia Production House, Audio-Video Recording, Editing etc

Guest House (Inclusive of Teacher’s Hostel)

Suit type accommodation for Visiting Fellows, Adjunct faculties from India and abroad and twin sharing Rooms for Guests and Participants have been proposed.

Residential Block

The presentation on Residential building was made considering the Grade of Academic and Administrative Staff and thus total Type-V(6), Type-IV(6) and Type III & II  (12 each) accommodation in One Block with separate entry and exit was given.

Director’s Bungalow

The Director’s Bungalow (Duplex type) on the one side, maintaining the privacy and independence was presented.

The Members of the Committee raised few queries; Prof. V. Kumar enquired about the provision of Over Head Tank and Mr. Awadhesh Kumar Dubey has a query about STP and Drainage system(especially on rain water), which was clarified and agreed by the Members.

Mr. Ashish Asthana had a query about supply and Load of Power which was replied to his satisfaction.  He assured the supply of 11 KVA from Varanasi Vidyut Mandal at the initial stage and subsequently extended to the full demand of 33 KVA.  His query regarding the placement of Service Station was satisfied.

Prof. L.K. Mishra suggested that the Class Rooms may be ventilated to meet the condition of Electricity failure.  Fans may be provided even though the provision of Air conditioning exists. Prof. Mishra also suggested for the provision for making Wi-Fi campus.  His suggestion on the space for Car Parking in Residential Block was clarified; the provision for Stilt Parking in the Residential Block and Basement parking in the Academic building is in the closed proximity.

Mr. Ravindra Sinha & Mr. Manoj Kumar emphasised on the provision for movement of differently abled person and barrier free movement in the campus which is already provided in the Plan

Prof. B.K. Tripathi, Chairman emphasised on the need of creating Office space on priority and requested the Committee to suggest best possible way to take up the Plan of the construction to meet our requirements.

Mr. Ashok Kumar Gupta, Chief Project Manager, CPWD agreed on prioritising the construction plan and to take up the construction of Academic-cum-Administrative block in the first phase. He emphasised on two entry and exit points in the premises of such a small parcel of land and suggested to have another Gate preferably on the approach road provided by BHU to TMC near Director’s Bungalow which was appreciated by the Committee.

The members of the Committee agreed with the proposed DPR and comprehensive Plan and Design for Residential and Non-residential blocks of the IUCTE and approved.

At the end, the Member Secretary Mr. Anil Kumar Tiwari presented Vote of thanks to the Chairman and all the Hon’ble Members present in the Meeting for their valuable suggestion and support.
